No! Unless you do not go to exit transit during your layover, you do not need an Iran visa. In fact, Tehran does not have an online check-in system. When there is no transit desk air-side, you want to clear customs on the land-side.

In this case, you can easily enter the transit hall without any visa for up to 12 hours. As soon as you arrive, leave your passport and ticket to the airport guard who is in the transit hall and take them back when it is near your next flight. Absolutely you should have your ticket and boarding pass on both sides. With a boarding pass, you are allowed to enter the departure area where you can find coffee shops and food vendors.

If you have any baggage, they retrieve them to you and you should check them on your second flight.

Remember to observe the rules. The female traveler without hijab, covering their hair and long sleeves and pants, are not allowed to leave the plane.
